It can, and that is a real risk we design against. Video modules are implemented with lazy loading, poster frames and correct dimensions so rich media does not push your Largest Contentful Paint past Google's 2.5 second threshold.
The customer does, until you obtain permission. We set up a rights-clearance workflow as part of the build, because reposting UGC without documented consent is a legal exposure, not a growth tactic.
